TYPES OF BRUNEI NATIONAL REGISTRATION APPLICATIONS

Written Test or Oral Test in Malay under Chapter 5(1) for Applicants born in the country.

MAIN ELIGIBILITY REQUIREMENTS:-

1. Born in the country (Brunei Darussalam).

2. Hold a Residence Permit / Entry Permit for not less than 12 years from the date the RP / EP is issued (Resident in Brunei Darussalam for not less than 12 years out of the 15 years prior to the date of submitting the application).

3. Be 18 years of age and above to sit for the Malay Language Written Test.

4. Good / Reputable behavior

5. Continuously reside in this country for 2 years before submitting the application.

6. To sit for the Oral Examination, applicants MUST be born before 1955 while applicants born after 1955 must prove that they have never attended school.

7. Applicants who are not Malays and not Muslims must understand the culture of Malays/Muslims in Brunei Darussalam so that social harmony is guaranteed.

ATTENTION:

  • Applicants are required to download the Initial Information Form and BI Form (Rule 5(1)) which must be filled in and printed on white A4 paper front and back (duplex printing).

  • Applicants are also required to write an application letter addressed to the National Status Division and completely fill out the provided form and attach the required documents before presenting it to the Immigration and National Registration Department. Incomplete forms will not be processed.

  • Application forms must be submitted to the National Status (Citizens) Division at the Headquarters, Immigration and National Registration Department, Jalan Menteri Besar, Berakas OR via the Branch-Branch The National Registration Office of the Kuala Belait, Tutong and Temburong Districts, which is according to the address recorded on the applicant's Identity Card.

MAIN ELIGIBILITY REQUIREMENTS:-

1. Born abroad.

2. Hold a Residence Permit / Entry Permit for not less than 20 years from the date the RP / EP is issued (Resident in Brunei Darussalam for not less than 20 years out of the 25 years prior to the date of submitting the application).

3. Be 18 years of age and above to sit for the Malay Language Written Test.

4. Good / Reputable behavior

5. Continuously reside in this country for 2 years before submitting the application.

6. To sit for the Oral Examination, applicants MUST be born before 1955 while applicants born after 1955 must prove that they have never attended school.

Incomplete forms will not be processed.

  • Application forms must be submitted to the National Status (Citizens) Division at the Headquarters, Immigration and National Registration Department, Jalan Menteri Besar, Berakas OR through Branch-Branch The National Registration Office of the Kuala Belait, Tutong and Temburong Districts, which is according to the address recorded on the applicant's Identity Card.

    Application for Brunei Citizenship THROUGH MOTHER AS A CITIZEN under Section 6(1)

    MAIN ELIGIBILITY REQUIREMENTS:-

    1. Mother of a Citizen of Brunei Darussalam.
    2. Biological mothers who were granted Brunei Citizenship status on or before 22 October 2002, ARE ELIGIBLE to apply for their biological children, including those aged 18 and below, as well as those above the age of 18
    3. Biological mothers who were granted Brunei Citizenship status after 22 October 2002, ARE ONLY ELIGIBLE to apply for biological children aged 18 and below.
    4. At the time of application, the biological mother must be alive.
    5. The biological child born on or after 16 August 1975.
    6. The biological child must be unmarried.
    7. The biological child for whom the application is made must have been born within the country; however, if born abroad, the child must have continuously resided in Brunei Darussalam with the biological mother for at least a year before the application date
    8. If the child is a foreign national, they must have valid travel documents and have an Immigration Pass guarantee issued by the Immigration and National Registration Department, Brunei Darussalam.
    9. Child (born out of wedlock) of a biological mother who is a Brunei citizen may be considered for Citizenship Status, provided the child was born in Brunei. However, an application for a second child shall only be processed after a minimum period of one (1) year and six (6) months from the date the first child’s citizenship was approved. For the third and any subsequent child, applications shall only be processed after a minimum of three (3) years from the date the second child’s citizenship was approved.

    • For Brunei Citizenship applications for children born out of wedlock, the Mother of the Child must include a Court Acknowledgment Letter from the Civil Court of Brunei Darussalam. For further clarification on the contents of the Court Acknowledgment Letter, applicants may contact the National Status (Citizens) Division at 2383106 ext. 130/133 during working hours or via email citizenship.sectionhq@immigration.gov.bn.

    • Applicants are also required to write an application letter addressed to the National Status Division and completely fill out the provided form and attach the required documents before presenting it to the Immigration and National Registration Department. Incomplete forms will not be processed.

    • Application forms must be submitted to the National Status (Citizens) Division at the Headquarters, Immigration and National Registration Department, Jalan Menteri Besar, Berakas OR through the National Registry Office Branches of Kuala Belait, Tutong and Temburong Districts, according to the address recorded on the applicant's Identity Card.

    Application for Brunei Citizenship THROUGH FATHER AS A CITIZEN under Section 6(1)

    MAIN ELIGIBILITY REQUIREMENTS:-

    1. Father is a citizen of Brunei Darussalam.

    2. At the time of application, the biological father must be alive.

    3. The child is 18 years old and below.

    4. The biological child must be unmarried.

    5. If the child is a foreign national, they must have valid travel documents and have an Immigration Pass guarantee issued by the Immigration and National Registration Department, Brunei Darussalam.

    Application for Brunei Citizenship by Adoptive Parents' Citizenship under Section 6(1)

    MAIN ELIGIBILITY REQUIREMENTS:-

    1. Adoptive Mother/Father is a citizen of Brunei Darussalam.
    2. At the time of application, the biological mother and father must be alive.
    3. Adopted children are 18 years old and below.
    4. The adopted child must be unmarried.
    5. Adopted children have an Adoption Registration Certificate issued by Brunei Darussalam.
    6. Adopted children must have Brunei Permanent Resident status for 2 years and hold an Entry Permit card.
    7. If the Adopted Child is a foreign national, they must have valid travel documents and have an Immigration Pass guarantee issued by the Immigration and National Registration Department, Brunei Darussalam.
    8. Adopted children have valid personal insurance coverage.
    9. This application is limited to 2 adopted children ONLY. If the applicant has 2 Adopted Children and has been granted citizenship by His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam and has been issued a Brunei Citizenship Certificate, then the citizenship application for the subsequent adopted children cannot be considered.

    Brunei Citizenship Application BY A BRUNEI CITIZEN HUSBAND under Chapter 5(6)

    MAIN ELIGIBILITY REQUIREMENTS:-

    1. Have married a Brunei Darussalam citizen and live with their spouse in Brunei Darussalam and have Permanent Resident status by holding a Resident Permit / Entry Permit Card for certain periods:-

    1.1. For FIRST marriage (either for husband or wife) at least 5 years from the date of marriage and not less than 3 years from the date the Residence Permit / Entry Permit is issued.

    1.2. For SECOND marriages (either for husband or wife) at least 7 years from the date of marriage and not less than 7 years from the date the Residence Permit / Entry Permit is issued.

    1.3. For the THIRD marriage/marriage and thereafter (whether for husband or wife) at least 10 years from the date of marriage/marriage and not less than 7 years from the date the Residence Permit/Entry Permit is issued.

    2. For Muslim couples who get married abroad, they must include a marriage confirmation letter from the Syariah Court of Brunei Darussalam.

    ​3. For non-Muslim couples who marry abroad, a letter of confirmation from the Attorney General's Office, Brunei Darussalam must be included.

    ​​4. Letter of Acknowledgement from the husband regarding the marital status/marriage with the applicant.

    ​​5. Confirmation Letter from the Village Head regarding the marital status of the applicant and the applicant's husband.

    4. Good / Reputable behavior

    ATTENTION:

    • Applicants are required to download Information Form and Form C (Rule 6 (1)). The form must be filled in and printed on white A4 paper front and back. (duplex printing).

    • Applicants are also required to write an application letter addressed to the National Standards Division and fill it out completely. The form must be prepared and the required documents attached before submitting it to the Immigration and National Registration Department. Incomplete forms will not be processed.

    • Application forms must be submitted to the National Status (Citizens) Division at the Headquarters, Immigration and National Registration Department, Jalan Menteri Besar, Berakas OR through the National Registry Office Branches of Kuala Belait, Tutong and Temburong Districts, according to the address recorded on the applicant's Identity Card.

    APPLICATION FOR RENEWAL OF DAMAGED OR LOST CITIZENSHIP CERTIFICATE

    PLEASE NOTE:

    • Applicants are required to download Citizenship Certificate Application Form. The form must be filled out and printed on white A4 paper, front and back. (duplex printing).

    • Applicants are also required to completely fill out the provided form and attach the required documents before presenting it to the Immigration and National Registration Department. Incomplete forms will not be processed.

    • Application forms must be submitted to the National Status (Citizens) Division at the Headquarters, Immigration and National Registration Department, Jalan Menteri Besar, Berakas OR through the National Registry Office Branches of Kuala Belait, Tutong and Temburong Districts, according to the address recorded in the applicant's Identity Card.

    • The application form will be evaluated to determine whether it is approved or not.

    • A cash payment of B$5.00 for one (1) piece can be made when collecting the completed citizenship certificate.

    • The Department will contact the applicant when the application is ready to be processed.

    APPLICATION TO INCLUDE ISLAMIC NAME IN CITIZENSHIP CERTIFICATE

    PLEASE NOTE:

    • ​​Applicants are required to download the Application Form for Adding an Islamic Name to the Citizenship Certificate. The form must be filled out and printed on white A4 paper, front and back. (duplex printing).

    • Applicants are also required to completely fill out the provided form and attach the required documents before presenting it to the Immigration and National Registration Department. Incomplete forms will not be processed.

    • Application forms must be submitted to the National Status (Citizens) Division at the Headquarters, Immigration and National Registration Department, Jalan Menteri Besar, Berakas OR through Branch-Branch The National Registration Office of the Kuala Belait, Tutong and Temburong Districts, which is according to the address recorded on the applicant's Identity Card.

    • The application form will be evaluated to determine whether it is approved or not.​​

    • The Department will contact the applicant when the application is ready to be processed.

    APPLICATION FOR CORRECTION OR ADDITION OF NAME IN CITIZENSHIP CERTIFICATE

    • ​​​Applicants are required to download Application Form for Correction or Addition of Name to Citizenship Certificate. The form must be filled out and printed on white A4 paper, front and back. (duplex printing).

    • Applicants are also required to completely fill out the provided form and attach the required documents before presenting it to the Immigration and National Registration Department. Incomplete forms will not be processed.

    • Application forms must be submitted to the National Status (Citizens) Division at the Headquarters, Immigration and National Registration Department, Jalan Menteri Besar, Berakas OR through Branch-Branch The National Registration Office of the Kuala Belait, Tutong and Temburong Districts, which is according to the address recorded on the applicant's Identity Card.

    CITIZENSHIP REGISTRATION FOR CHILD BORN ABROAD

    PLEASE NOTE:

    • Applicants are required to download Form D Regulation 7(1) and Form A1 Regulation 4(1). The form must be filled in and printed on white A4 paper front and back. (duplex printing).

    • The applicant must include a letter of confirmation regarding the applicant's (Carrying Father) being abroad on Government or Private business such as an Appointment Letter, Letter from the Employer or so on.

    • Applicants are also required to write an application letter addressed to the National Status Division and completely fill out the provided form and attach the required documents before presenting it to the Immigration and National Registration Department. If the applicant is submitting an application from abroad, it must be submitted through the Embassy/High Commission/Consulate General. Incomplete forms will not be processed.

    • Application forms must be submitted to the National Status (Citizens) Division at the Headquarters, Immigration and National Registration Department, Jalan Menteri Besar, Berakas OR through the National Registry Office Branches of Kuala Belait, Tutong and Temburong Districts, according to the address recorded on the applicant's Identity Card.

    • The Department will contact the applicant when the application is ready to be processed.

    The Reception Counter of this Division is open 5 days a week, Monday to Thursday and Saturday from 8 am to 11.45 am and 1.30 pm to 3.45 pm. All applications and inquiries regarding the status of applications can be made directly at the counter in this Division.
